From my own experience, the game should be play-able without verifying the phone number, however, it will be required when trying to top up cash. In order to get this sorted out, it's probably best to contact support by sending a ticket.

You'll need to sort that out with support though, make sure to properly and clearly explain yourself regarding what went wrong and what you're requesting of them.
