IMO it is actually a bit of gray area. As a customer, we have the rights for every bit of whatever virtual
items we have (we still own it even if it's virtual, despite whatever the company said; I'd say when you buy something, you own it), especially if we get it with our hard earned cash. You surely don't want to follow every rules sets by a company, because not all
of it made for the customer's sake. That's why we have some form of customer protection in most countries, and that's also why we got all these copyright wars between pirates/RIAA/MPAA. Because those companies tries to leverage their rules to us a bit too much.
IMO, the main reason why it's illegal because of its detrimental effects to the economy (in the long run that is). CC needs to make money to pay for servers and its employees, and they can't do that if a 3rd party sellers (the gold traders) are seeping that money. So they need to get rid of them. Problem is, you can't really do that, at least not to all of them. Because they're born from the inequality of value between goods, and the fact that real money was involved, all of which created an opportunity for anyone to convert them back to real money.
And they also already exist since the dawn of online games. The best thing you can do is to minimize their harm to the community, especially those who employs hack/cheat/bots as a means to farm their currency (not all do, but most will try them if given the chance). I suspect this is also the reason why CC's let SEAGM lives, because they're at least still playing by the rules (eg. not employing hacks/bots/etc) unlike the other gold traders (forgot the name, IIRC maybe gold4indo? top4gold? gold4top? XD).
There was a time where they (the other gold trader, not seagm) once made a server wide hack, forgot the details but they're able to make a blue bird shout to be like 3 lines longer than it should be (like maybe 200 chars instead the usual max limit of 40 or so chars?), and they are also able to make a lot of chars who stand near the channel 1 TH (this is in westwood) stucked (aka. can't move when go near the auto-shouting bots). That's some serious hack they've done there, so I think that's why CC eradicated them all. They're nowhere to be heard now I think.
And I remembered that fiasco involving some cash users be able to bought some super legendary rare 3rd plates (or was it armors?) from some shady websites, who (IIRC) turns out employing some item duplicating hack to get the items. And they're suddenly nowhere to be found after that one fiasco.

For the reason why they let seagm lives, see my 3rd paragraph above. That's my theory. It's just a theory tho so take it as grain of salt
